Projenin temel amac\u0131, Avrupa Konseyi&#8217;ne \u00fcye \u00fclkelerdeki okullar\u0131n ya\u015fam ve k\u00fclt\u00fcrlerinde demokratik de\u011ferlere ve ilkelere ba\u011fl\u0131l\u0131\u011f\u0131 vurgulamakt\u0131r. Avrupa Konseyi, ilk kez her vatanda\u015f\u0131n demokratik bir toplumda aktif olmak i\u00e7in ihtiya\u00e7 duydu\u011fu temel de\u011ferleri, becerileri, tutumlar\u0131 ve ele\u015ftirel bilgi ve anlay\u0131\u015f\u0131 ortaya koyan &#8220;Demokratik K\u00fclt\u00fcr i\u00e7in Referans Yeterlilik \u00c7er\u00e7evesini&#8221; geli\u015ftirmi\u015ftir.
